Performance and efficiency of the Peruvian public sector: A comparative analysis with bordering countries

Abstract

The objective of the research is to measure the performance and efficiency of the Peruvian public sector making a comparison with its neighboring countries: Brazil, Bolivia, Chile, Colombia and Ecuador, considering the period 2007-2016, the methodology is based on the performance of the public sector (PSP) and public sector efficiency (PSE) based on the results of public policies and the resources used, in addition, the Data Envelopment Analysis (DEA) approach is carried out, which will provide a score of relative efficiency located in a efficient frontier or empirical production function. The results show that the countries with the best performance and efficiency are Chile, Ecuador and Peru, the other countries do not exceed the average, the DEA for its part coincides with the results, placing the three countries mentioned in the efficient frontier. On the other hand, the average value of the scores with this input orientation was 0.80 (80%), this would mean that countries can achieve the same level of results using 20% less spending. In conclusion, Peru is an efficient country that must continue to correct the performance of its public sector through adequate provision of services to citizens to achieve their well-being.
