Abstract

The main objective of the research is to evaluate if the management instruments of the Regional Government of Puno have been formulated, oriented and articulated to achieve the development of the Puno Region in the period 2008-2014; The research work was of an evaluative and explanatory nature, since it allowed to know the correlation between the Regional Policies of Strategic Development and the Concerted Regional Development Plan of the Puno Region by 2021. The following conclusions were reached, it has been evidenced that the vision of the future of the region, strategies by objectives, activities and projects proposed in the PDRC to 2021 are not fully aligned with the Regional Strategic Development Policies, at 7.22%, 11.34%, 27.84% respectively. The PDRC raises generic or ambiguous projects and activities without specifying costs. The budget has been broadly oriented to the transport sector (road), showing that the budget allocation is not oriented to achieve objectives in a strategic way. The articulation of the PDRC and Budget results that of 255 projects and activities proposed in the PDRC, 20 were executed (7.84%), 44 are in execution (17.85%), 10 have a project profile (3.92%) and 181 were not executed (70.98%) and the development of the Puno region from 2008 - 2014 is not very significant.
